Caramel pen device Shisha in Belgrade: the best shortlist
Caramel in Belgrade: 11 units tested over 9 weeks, pen device formats, priced per 10 ml for Belgrade.
Delivery, returns and what 3–8 business days really means
If you are looking at caramel in Belgrade, the first question is not strength. It is whether the pen device you are quoting actually fits the device on your desk.
Caramel in Belgrade reaches the shelf in pen device formats, and the best ones are rarely the ones that stay in stock. Availability, not taste, is what breaks an order.
The short version: caramel in Belgrade works if the pen device, the coil and the strength are chosen as one system. Everything below is what we measured while doing exactly that.
What a caramel pen device really costs in Belgrade
We run caramel the same way in Belgrade: same pen device, same 9 days, same coil resistance. The only variable was the coil, and that turned out to be the thing buyers get wrong.
How we tested caramel in a pen device
- Order before 14:00 so the parcel leaves the same day and lands inside 3–8 business days.
- Choose strength against the ceiling in Serbia, which is 20 mg/mL for retail here.
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- Stock depth: 11 lines held, so the shortlist does not turn into a special order.
- Coil type inside the pen device, because mesh and wire age at different rates.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- Returns window and who pays return postage when a pen device arrives sealed but wrong.
Where caramel goes wrong
- Matching strength to the device instead of the draw, which is why caramel tastes flat after two days.
- Assuming 20 mg/mL is uniform across brands, because two suppliers can label the same number differently.
- Buying the cheapest pen device available and repeating it because the first coil burnt.
The rules that apply here
Serbia allows 20 mg/ml nicotine and uses its own excise registration for liquid. Shipping of nicotine to Belgrade runs through tracked freight only, which is why the quoted window is stated per order.
Wholesale lines to Serbia need import documents the retail shop does not; ask for them in writing before a bulk order.

|---|---|---|
| Flavour | Caramel | Decides coil choice more than strength does |

| Nicotine ceiling | 20 mg/mL | Legal retail limit in Serbia |

| Entry kit | RSD60 | What a first order really pays |
| Refill cost | RSD2.01 / 10 ml | The figure that decides the habit |

Frequently asked questions
What nicotine strength should caramel start at?
Start at whatever Serbia allows on the label. If you already smoke, drop one step; if not, half of it for a pen device.
Do you ship tracked orders to Belgrade?
Yes, tracked to 3–8 business days, with the same-day cut-off at 14:00. Bulk orders get an import note attached before dispatch.
Why does caramel taste burnt?
Almost always the coil, not the liquid. On the pen device units we ran, a coil past 5 days turned the caramel blend itself harsh.
