Caramel pen device Shisha in Belgrade: the cheap shortlist
Caramel in Belgrade: 16 units tested over 9 weeks, pen device formats, priced per 10 ml for Belgrade.
Stock, batch codes and the dispatch window
Caramel in Belgrade reaches the shelf in pen device formats, and the cheapest ones are rarely the ones that stay in stock. Availability, not taste, is what breaks an order.
Caramel prices move with import duty more than with brand. In Belgrade that means the entry option and the premium option can close to within RSD2.65 per 10 ml.
The short version: caramel in Belgrade works if the pen device, the coil and the strength are chosen as one system. Everything below is what we measured while doing exactly that.
What a caramel pen device really costs in Belgrade
Ordering into Belgrade usually means waiting 3–8 business days. Plan the reorder around that, not around the flavour you like best.
How we tested caramel in a pen device
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- Pick the pen device that fits the device already on your desk, not the one on the headline page.
- Choose strength against the ceiling in Serbia, which is 20 mg/mL for retail here.
- Batch code and production date, so a caramel bottle turned in 9 weeks ago is not sold as new.
- Child-resistant cap and tamper band on every caramel bottle shipped into Belgrade.
- The listed nicotine ceiling, which is 20 mg/mL in Serbia, not a suggestion.
- Spare parts availability for pen device in Belgrade, since tanks and pods go first.
Where caramel goes wrong
- Treating the advertised RSD47 entry kit as the real cost when refills run RSD2.65 per 10 ml.
- Buying the cheapest pen device available and repeating it because the first coil burnt.
- Ordering in bulk without checking whether couriers in Belgrade accept nicotine freight.
The rules that apply here
Retail sales in Serbia sit under the same nicotine the label declares, which is 20 mg/mL. Anything above it is not sold through this channel.
Serbia allows 20 mg/ml nicotine and uses its own excise registration for liquid. Shipping of nicotine to Belgrade runs through tracked freight only, which is why the quoted window is stated per order.

| Entry kit | RSD47 | What a first order really pays |
| Refill cost | RSD2.65 / 10 ml | The figure that decides the habit |
