Caramel starter kit Shisha in Belgrade: the cheap shortlist
Caramel in Belgrade: 10 units tested over 6 weeks, starter kit formats, priced per 10 ml for Belgrade.
Coil life, liquid cost and the caramel habit
Caramel sounds like one product. It is not: a starter kit running 20 mg/mL will taste nothing like the same blend on a different device, which is why we test before we recommend.
There is no single best way to buy Shisha in Belgrade. There is only the batch that arrived, the coil that came with it, and whether the shop tracks the production run.
The short version: caramel in Belgrade works if the starter kit, the coil and the strength are chosen as one system. Everything below is what we measured while doing exactly that.
What a caramel starter kit really costs in Belgrade
The honest read on caramel: 10 units through the same routine over 6 weeks, and the difference between a good batch and a bad one came down to batch age, not the sticker price.
How we tested caramel in a starter kit
- Order before 14:00 so the parcel leaves the same day and lands inside 3–8 business days.
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- Pick the starter kit that fits the device already on your desk, not the one on the headline page.
- Stock depth: 10 lines held, so the shortlist does not turn into a special order.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- Coil type inside the starter kit, because mesh and wire age at different rates.
- Returns window and who pays return postage when a starter kit arrives sealed but wrong.
Where caramel goes wrong
- Ordering in bulk without checking whether couriers in Belgrade accept nicotine freight.
- Matching strength to the device instead of the draw, which is why caramel tastes flat after two days.
- Treating the advertised RSD51 entry kit as the real cost when refills run RSD2.47 per 10 ml.
The rules that apply here
Serbia allows 20 mg/ml nicotine and uses its own excise registration for liquid. Shipping of nicotine to Belgrade runs through tracked freight only, which is why the quoted window is stated per order.
Retail sales in Serbia sit under the same nicotine the label declares, which is 20 mg/mL. Anything above it is not sold through this channel.

| Nicotine ceiling | 20 mg/mL | Legal retail limit in Serbia |

| Entry kit | RSD51 | What a first order really pays |
| Refill cost | RSD2.47 / 10 ml | The figure that decides the habit |
