Caramel starter kit Shisha in Belgrade: the flat shortlist
Caramel in Belgrade: 7 units tested over 8 weeks, starter kit formats, priced per 10 ml for Belgrade.
How we tested Caramel starter kit here
A caramel starter kit from the flat-rate options in Belgrade costs about RSD1.77 per 10 ml once delivery is counted. That number decides whether the habit survives the first month, not the sticker price.
Caramel in a starter kit is not the same product you see in a catalogue photo, and the price per 10 ml is where the gap shows. In Belgrade the liquid, the coil and the power setting all have to agree before the flavour actually lands.
The short version: caramel in Belgrade works if the starter kit, the coil and the strength are chosen as one system. Everything below is what we measured while doing exactly that.
What a caramel starter kit really costs in Belgrade
Most people searching Shisha in Belgrade are not after a spec sheet. They want to know what it costs, how long it lasts and which shop will still service it in three months.
How we tested caramel in a starter kit
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- Pick the starter kit that fits the device already on your desk, not the one on the headline page.
- Order before 14:00 so the parcel leaves the same day and lands inside 3–8 business days.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- Stock depth: 7 lines held, so the shortlist does not turn into a special order.
- The listed nicotine ceiling, which is 20 mg/mL in Serbia, not a suggestion.
- Batch code and production date, so a caramel bottle turned in 8 weeks ago is not sold as new.
Where caramel goes wrong
- Chasing a discount on a starter kit that then needs an adapter nobody in Belgrade stocks.
- Ordering in bulk without checking whether couriers in Belgrade accept nicotine freight.
- Buying the cheapest starter kit available and repeating it because the first coil burnt.
The rules that apply here
Packaging for caramel in Belgrade must be child-resistant, and the batch code has to be readable without cutting the shrink wrap.
Wholesale lines to Serbia need import documents the retail shop does not; ask for them in writing before a bulk order.

How much does a starter kit cost per 10 ml?
On the last run in Belgrade: about RSD1.77 per 10 ml liquid plus RSD62 for the entry kit, before any bulk discount.
Why does caramel taste burnt?
Almost always the coil, not the liquid. On the starter kit units we ran, a coil past 7 days turned the caramel blend itself harsh.
