Frozen pen device Shisha in Belgrade: the cheap shortlist
Frozen in Belgrade: 14 units tested over 8 weeks, pen device formats, priced per 10 ml for Belgrade.
What frozen costs in Belgrade
Frozen in Belgrade reaches the shelf in pen device formats, and the cheapest ones are rarely the ones that stay in stock. Availability, not taste, is what breaks an order.
The honest read on frozen: 14 units through the same routine over 8 weeks, and the difference between a good batch and a bad one came down to batch age, not the sticker price.
The short version: frozen in Belgrade works if the pen device, the coil and the strength are chosen as one system. Everything below is what we measured while doing exactly that.
What a frozen pen device really costs in Belgrade
Frozen in Belgrade reaches the shelf in pen device formats, and the cheapest ones are rarely the ones that stay in stock. Availability, not taste, is what breaks an order.
How we tested frozen in a pen device
- Order before 14:00 so the parcel leaves the same day and lands inside 3–8 business days.
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- Choose strength against the ceiling in Serbia, which is 20 mg/mL for retail here.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- Child-resistant cap and tamper band on every frozen bottle shipped into Belgrade.
- Stock depth: 14 lines held, so the shortlist does not turn into a special order.
- The listed nicotine ceiling, which is 20 mg/mL in Serbia, not a suggestion.
Where frozen goes wrong
- Chasing a discount on a pen device that then needs an adapter nobody in Belgrade stocks.
- Buying the cheapest pen device available and repeating it because the first coil burnt.
- Matching strength to the device instead of the draw, which is why frozen tastes flat after two days.
The rules that apply here
Serbia allows 20 mg/ml nicotine and uses its own excise registration for liquid.
Retail sales in Serbia sit under the same nicotine the label declares, which is 20 mg/mL. Anything above it is not sold through this channel.

| Nicotine ceiling | 20 mg/mL | Legal retail limit in Serbia |

| Entry kit | RSD31 | What a first order really pays |
| Refill cost | RSD2.12 / 10 ml | The figure that decides the habit |
